Shijingshan district is the fifth new district following the districts of Dongcheng, Xicheng, Chongwen, and Xuanwu in Beijing. It aims to develop into a Capital Recreation District (CRD), expanding Beijing inner city living standards to provide quality information service and entertainment venues. CRD functions predominantly as a way to combine leisure and recreation to build group-based activities including digital culture, art exhibitions, shopping, and business operations on the basis of natural environment and rich cultural atmosphere. The modernization of the entertainment industry is becoming a growing trend, especially one characterized by digital science.

The Beijing Digital Entertainment Industry Demonstration Base (also known as The Base) is one of the major industries of CRD Shijingshan. To promote the development of the base, the government of Shijingshan will invest 170 million in internet games, digital animation production, digital television, online cultural communication, modern cultural services, and other digital cultural industries concerned.

 The Base was established in 2003. It covers a wide range of digital-based entertainment including online games, stand-alone computer games, video games, digital television and educational software sourced from various digital entertainment industries. The infrastructure of the base is divided into a two-four-eight mechanism. This involves two systems: technical-support system and service-support system; four functional areas: digital entertainment industry center, digital finance center, game theme parks, and digital entertainment networks; and eight centers: internet game center, mobile game center, leisure and tourism center, digital media center, comic production center, digital finance center, exhibition exchange center, and e-sports center. More than 50 digital entertainment enterprises are registered within the base, including SNDA-DIGIRED, Coslightwiz, and Talent Team.  

The Base has received great support from the national government. It is an important part of National Industrialized Technology Base for Digital Media Science and National Net Game and Cartoon Industry Base, which were established in Shijingshan in 2005 and 2006 respectively.

The two national bases have contributed significantly to the development of the Base. Specifically, the government of Shijingshan has set up the Beijing Digital Entertainment Development Co. Ltd or Base Company to assist the planning, construction, investment opportunities, operation, service and management processes.

The Base is located in Shijingshan District, adjacent to the Zhongguancun Science and Technology Park (ZSTP) and Xishan. With convenient transportation networks, beautiful scenery, and natural surroundings, the infrastructure is ideal. The Base is an important part of the National Industrialized Technology Base for Digital Media Science and the National Net Game and Cartoon Industry Base, which are supervised by the Ministry of Science and Technology, the State Press and the Publication Administration. Following the core industrial layout of CRD, the base joined the ZSTP in 2006, with the mission of developing digital industry in Beijing. There are now more than 60 enterprises in the Base, covering different fields including internet games, cell phone games, animation and cartoon making, e-sports, digital media and digital finance. An industrial chain of digital entertainment enterprises is becoming more prevalent and an industry agglomeration effect is beginning to take shape.

In efforts to promote digital development, the Base Company has adopted the "Dotman brand strategy" as the core mechanism. The "248 project" will work in line with "Dotman", demonstrated by its two systems: technical-support and service-support systems; four functional zones: research and development zone, employment training zone, recreational zone, and products exchange zone; and eight centers: digital information developing center, e-sports center, digital finance center, Internet data center, digital trade center, digital media center, online comic center, and 3G service center. 

The company is now integrating resources provided by telecom operators, banks, digital developers, digital operators, and technical plant providers as a way to generate a competitive Dotman industrial platform by attracting more consumers, and building an industrial chain of digital entertainment companies.
