Hangzhou, the capital city of Zhejiang Province, announces that the Cartoon & Animation industry will become one of its key development tasks after successfully holding the 4th China International Cartoon & Animation Festival（CICAF）.

To achieve this goal, a spokesperson from the Media and Animation Institute of China Academy of Art pointed out that a lack of human resources was one of the most pressing concerns.

He suggested that Hangzhou should focus on establishing a team with professional staff in screenwriting and video editing. Firstly, a more stringent selection criterion can be implemented to draw talented people in the field. Secondly, the government can cooperate with local universities to set up training centers for potential employees.

According to a report from the State Administration of Radio, Film and TV, the output of original TV animation in Hangzhou ranked 4th nationally, following Changsha, Guangzhou, and Shanghai in 2007. The Hangzhou government plan to improve this result this year.
