Measures to Promote the Development of High-tech Industries in Shijingshan District (Trial)
Shijingshan District is at an important stage of optimizing its economic structure and upgrading industries. Shijingshan District Finance Bureau and Shijingshan Investment Promotion Service Center released the Measures to Promote the Development of High-tech Industries in Shijingshan District (Trial) to help the district make greater progress in high-quality and steady development and contribute to its further economic improvement.
Accelerating the Clustering of Major Enterprises
1.The enterprises and institutions in the district with an annual comprehensive contribution to the district of no less than RMB500,000 to RMB20 million will be rewarded innovation funds up to 40%-70% of their respective annual comprehensive contributions calculated.
2. For enterprises or institutions renting office space in the district, according to their annual comprehensive contribution to the district, a subsidy up to 50% of their actual rents will be given to them for three years in a row.
3. For enterprises or institutions purchasing offices in the district, if the office area is identified as reaching 1,000 square meters or more, they will each be given a subsidy of RMB1,500 per square meter, but no more than RMB30 million in total.
Strengthening the Cultivation of Talents
4. Support the introduction of high-level talents in line with the direction of industrial development in Shijingshan District, and provide support in issuance of work and residence permits, talent settlement, housing, children's enrollment in schools and kindergartens, and rewards for executives, etc. If a talented person is selected for the “Jingxian Plan”, he or she will be given a special financial incentive with the maximum amount of RMB1 million.
Creating an Eco-environment for Innovation
5. For innovation and entrepreneurship facilities supported by the state or Beijing municipality, such as maker spaces, incubators, accelerators, and demonstration bases for innovation and entrepreneurship of SMEs, they will each be given a subsidy that is 30% of the state or municipal support funds, and the maximum amount of such subsidy is RMB5 million.
6. Support enterprises or social organizations to hold high-end forums, exhibitions and other activities with global, national or municipal influence in Shijingshan District. To this end, a subsidy that is 50% of the actual expenditure will be offered by the district government, and the maximum amount of such subsidy is RMB1.5 million.
Increasing Financing Support
7. Private equity funds that support the development of key industries in Shijingshan District are encouraged to locate in the district, they will enjoy a “green channel” when establishing their funds in the district. For the private equity funds in Shijingshan District and their management institutions carrying out angel round, round A, and round B investment to industries prioritized by the district and related core technologies in the district, the fund management institutions can enjoy a subsidy that is 1%-2% of the actual investment amount. A single institution could get a maximum amount of RMB1 million annually.
8. Support the financing applications of specialized and sophisticated enterprises that produce new and unique products, national high-tech enterprises, and unicorn enterprises to financial institutions located within the district. Provide a 50% discount on the annual actual interest paid and a 50% subsidy to the guarantee and other commission fees incurred during the financing process. The maximum annual subsidy to a single enterprise or organization is RMB1 million and the maximum duration of such support will be three years.
9. Domestic listed enterprises will be awarded a maximum of RMB10 million (by phased payment) as the district-level subsidy; a subsidy of RMB1.5 million at the district level will be given if the enterprise is based in the district and listed on the innovation layer of National Equities Exchange and Quotations (New Third Board); a subsidy of RMB1 million at the district level will be provided if the enterprise is moved in the district from outside Beijing and is listed on the innovation layer of New Third Board. For companies listed overseas, they will be awarded a maximum of RMB6 million as the district-level subsidy after certification. A-share listed companies will be given a subsidy of up to RMB20 million at the municipal and district levels if they are relocated in the district from outside Beijing.
Promoting Intermediary Services
10. For a certified investment invitation intermediary, if a single enterprise introduced by it makes a comprehensive annual contribution of RMB500 thousand or more in that calendar year or the following year to the district, the intermediary can get a one-time incentive that is 5%-10% of such enterprise’s comprehensive annual contribution, and the maximum amount of such incentive is RMB15 million.
