Economic Development of Shijingshan District in 2019

The targets set for the major economic indicators were fully achieved. In 2019, the regional GDP was expected to reach 63 billion yuan, with a year-on-year increase of 7%; the per capita disposable income of residents reached 76,230 yuan, with an annual growth rate of 7%. 

The high-end technological industries maintained a good momentum. In 2019, the high-end technological industries in Shijingshan District achieved a revenue of 180 billion yuan, with an annual growth rate of 15%. The modern financial industry moved on the fast lane, and its industrial leading position was further consolidated. The science and technology service industry advanced steadily, with a special fund of 50 million yuan for technological innovation for each year to promote the construction of 21 application scenarios projects such as the demonstration area for autonomous driving service. The digital creative industry boasted obvious advantages, and the advantageous industries such as animation games and media integration enjoyed a high-quality development. The new generation of information technology industries were agglomerated for further development, with the industries such as the industrial Internet and virtual reality being prioritized and cooperating with Zhongguancun Science Park Administrative Committee and ZGC Group to build a service system for innovation. The supporting role of the business service industry was strengthened as the three-year action plan for promoting consumption upgrading was introduced, and six major measures and 39 key tasks were implemented. Additionally, the first demonstration zone of Beijing for the consumer-oriented service industries was established, which made Beijing the first batch of pilot cities to take actions to lead China's housekeeping service industry. 

The construction of key functional areas was accelerated. In 2019, the infrastructure construction of Beijing Banking & Insurance Business Park was completed, and high-end business supporting facilities were put into use. More than 10 large-scale events such as the China Banking and Insurance International Summit Forum 2019 were held, and more than 30 financial institutions settled in the park. The construction of Zhongguancun Science Park (Shijingshan) was also stepped up, and key projects such as the Zhongguancun Industrial Internet Industrial Park, the Zhongguancun Artificial Intelligence Innovation Application Industrial Park, and the Beijing Urban Institute of Big Data Research were landed. The construction of TianAn Life Tower in Yinhe Business District got started, more than 400 enterprises settled in Jingxi Business Center, and 36 optimization and upgrading projects proceeded in an orderly manner. Additionally, the first "Beijing Forum on Dream Incubator of Overseas Chinese" was held, gathering more than 100 overseas Chinese ventures, and the industrial layout was initially formed.The business environment continued to be optimized. Shijingshan District implemented its three-year action plan for optimizing business environment, issued version 3.0 of the “9+N” policy, and assisted the World Bank and relevant national authorities in business environment evaluation. Efforts were also made to build "close and cleaning" government-business relationship, introduce 170 service packages, and solve 335 practical problems facing enterprises. Additionally, convenient government service measures such as government service evaluation system, comprehensive service windows, handling service applications through one single online portal, and handling service applications in one single service hall were comprehensively implemented. Beijing's first 24-hour self-service hall for tax service was officially put into operation.
