3. Design drawings:
(1) 2 sets of linear engineering drawings
(1 copy of the design drawing, which should meet the in-depth requirements for the preparation of preliminary design documents in the "In-depth Regulations of Design Documents for Municipal Public Works" (2013 edition); electric power and telecommunications can be implemented by reference, and shall meet the in-depth industry criteria; the terminal (plant) projects shall also meet the requirements specified in the "Guideline for Handling Technical Documents for Planning and Design of Construction Projects" (No.87 [2018] of Beijing Municipal Commission of Urban Planning and Land and Resources Management)
(2) 1 set of engineering drawings of the terminal (plant) projects, attached with a copy of the corresponding general plan

4. Major urban and rural infrastructure projects:
(1) In the case of applying for a project planning permit for the first time, an original approved preliminary design plan for expansion is required.
(2) For construction projects approved or examined and approved by the State Council or national ministries (commissions), an original approval or examination and approval document is required.
(3) In the case of the preliminary design approved by the national ministries (commissions), an original approval document for preliminary design plan is required; in the case of applying for the construction project planning permit for the first time, an original approved preliminary design plan is required.
5. For government investment projects, an original document and a photocopy of the feasibility study approval or project approval document issued by the investment authority are required.
6. In the case of small-scale municipal projects, an original consulting schemes proposed by the corresponding professional companies shall be submitted.

Small municipal projects* can directly apply for construction project planning permits with the corresponding professional company consulting plan. For municipal transportation infrastructure projects other than small-scale municipal projects, the construction unit can be provided with multi-plan integration platform pre-communication and pre-coordination consulting services before it apply for the project planning permit.
Note: *The scope of application of small-scale municipal projects (excluding the “three zeros”(zero visits, zero approval, and zero investment) service scope of simple and low-risk projects under social investment): (I) Electricity: applicable to low-voltage power user access projects that apply for new electric power installations, capacity expansion, and other business expansion services for social investment construction projects in the city. Its voltage level shall be below 10KV (excluding 10KV); the installation capacity shall be within 160KW; the pipeline length shall be within 150 meters. The length of excavated roads (urban roads and highways) and temporary occupation of green spaces shall be less than 100 meters, and old and big trees shall be avoided. Newly constructed, expanded and rebuilt urban roads used for less than 5 (five) years after delivery and urban roads that are used for less than 3 (three) years after the completion of major repairs shall be excluded. (II) Gas: For newly developed natural gas user projects within the service scope of Beijing Gas Group, the access length shall be less than 100 meters. (III) Heating: For newly developed user projects for regional heating sources of Beijing District Heating Group, the access length shall be less than 100 meters.
