In order to implement the unified deployment of furthering the opening-up of Beijing's service industry, Shijingshan District sticks to its functional positioning and regional development advantages in the new era, and takes the further opening-up as its major task as well as the institutional reform and service innovation as its driving force. With the principle of "leading development through opening-up, promoting development through reform, and enhancing development through transformation", it promulgated the Three-Year Action Plan of Shijingshan District on Comprehensively Expanding Opening-up in the Service Sector (hereinafter referred to as the "Action Plan").
Ⅰ. Background and policy basis of the promulgation of the Action Plan
1. Background
On January 31, 2019, the State Council approved The Work Plan on Promoting the Comprehensive Pilot Scheme for Expanding Opening-up of the Service Sector of Beijing, marking the start of a new round of three-year comprehensive pilot scheme for further opening-up of Beijing's service industry. Based on the ideas of 5 dimensions, the new round of pilot scheme puts forward 9 major tasks and 177 specific measures, so as to ensure a lower threshold and a wider scope for foreign investment to access Beijing's service industry. In July 2019, the Leading Group Office for Promoting the Comprehensive Pilot Scheme for the Further Opening-up of Beijing's Service Sector (hereinafter referred to as the “Leading Group Office”) issued the Three-year Action Plan for the Opening-up and Reform of the Key Areas for Expanding Opening-up of the Service Sector, aiming to further focus on the opening-up of such key areas as science and technology, Internet information, finance, education, cultural tourism, medical care and elderly care, professional services, and business services. 8 specialized three-year action plans on the opening-up and reform have been formulated, and 190 measures for opening-up and innovation have been rolled out.
2. Policy Basis
In accordance with the unified deployment of furthering the opening-up of Beijing's service industry, as well as the Three-year Action Plan for the Opening-up and Reform of the Key Areas for Expanding Opening-up of the Service Sector issued by the Leading Group Office, Shijingshan District revolves around three pilots and one demonstration park for further opening-up of the service industry, namely, the New Shougang National Sports Industry Demonstration Zone, the New Shougang International Talent Community, the Beijing Banking & Insurance Business Park, and the Beijing "Dream Incubator of Overseas Chinese", and prioritizes the 8 corresponding key areas for the further opening-up of Beijing's service industry. After extensively soliciting opinions from relevant government departments, Shijingshan District issued the Action Plan, in which 109 measures for opening-up and innovation were put forward.
Ⅱ. Targets of the Action Plan
The Three-Year Action Plan of Shijingshan District on Comprehensively Expanding Opening-up in the Service Sector should be fully implemented, and the implementation of a batch of municipal-level pilot measures and demonstration projects for further opening-up should be ensured after 3 years of reform and opening-up, so that a management system and a promotion mechanism compatible to the opening-up and reform of the service industry can be gradually established to explore new ways and accumulate new experience for the further opening-up of Beijing's service industry. The New Shougang National Sports Industry Demonstration Zone, the New Shougang International Talent Community, the Beijing Banking & Insurance Business Park, Beijing "Dream Incubator of Overseas Chinese" and other major platforms for further opening-up should achieve positive results, and a number of leading enterprises and high growth companies in the field of specialized service industries should be cultivated or introduced so that the influence of regional service brands become increasingly apparent. Additionally, the agglomeration of premium domestic and overseas service resources in the field of science and technology, finance, information, culture, and commerce should be accelerated, the key industries should greatly improve their internationalization and radiate a wider scope of market, and efforts should be made to ensure that the added value of the service industry in the region accounts for about 85% of GDP, so that a new open service economy development pattern with a reasonable structure and distinctive features can be formed.
Ⅲ. Key tasks of the Action Plan
1. Focusing on demonstration and pilot projects to build a major platform for the further opening-up of the service industry. Relying on the three pilots and one demonstration park for the further opening-up of the service industry, i.e. the New Shougang National Sports Industry Demonstration Zone, the New Shougang International Talent Community, the Beijing Banking & Insurance Business Park and the Beijing "Dream Incubator of Overseas Chinese", we should accelerate the construction of key spaces as well as the implementation of key projects, so as to strengthen the support of these carriers for international, high-end, and specialized service factors and resources, and to build a major battlefield of the district for the agglomeration development, open development, and innovative development of the service industry.
2. Focusing on key areas to vigorously improve the internationalization level of the development of the service industry. We should promote the open development of key areas such as scientific and technological services, Internet information, modern finance, education services, cultural tourism, medical care and elderly care, professional services, and business services, so as to attract high-quality resources, and facilitate the implementation of a batch of demonstration projects. Additionally, we should explore the reform and innovation of service mechanism, and improve the internationalization level of industries so that they can participate in international competition at a higher level.
3. Focusing on the opening-up and reform to optimize the business environment which is aligned with international rules. We should deepen the reforms of "streamlining the administrative structures, delegating power, and improving government services", and focus on such aspects as foreign investment market access, service trade development, government business services, international talent cultivation, and the rule of law featuring justice and fairness. Additionally, we should explore and implement the institutional innovation of the service industry represented by "10 major institutional reforms", and promote institutional opening-up, so as to enhance the soft power of Shijingshan District in the new round of further opening-up of the service industry, and cultivate new advantages for the opening-up, reform and development of the service industry.
Ⅳ. Safeguard measures of the Action Plan
We should give full play to the overall coordination role of the Leading Group for Promoting the Comprehensive Pilot Scheme for Further Opening-up of the Service Sector of Shijingshan District, and promote the implementation of the three-year action plan and related policies and measures by strengthening the organization and implementation, gaining municipal-level support, and promoting the fulfillment of tasks, so that achievements in the field of opening-up can be made as soon as possible.
