The "2+N" policies in Shijingshan District boosts business confidence during the COVID-19 pandemic and attracts widespread social attention. The policy portfolio offers all-around support to talents and industrial development from seven aspects while the policy on talents was prioritized together with industrial development as the two core policies. 

The beginning of the year 2021 witnessed the first spotlighted awarding moment in line with the policy. The CPC Shijingshan District Committee and Shijingshan District Government decided to allocate 13,620,000 yuan for recognized high-end industrial talents as incentives of "Jingxian Program" which receives a budget of 50 million yuan annually for talent development. Jingxian Program special fund is set up by the district government exclusively to award top-tier talents and their employers to support platforms for talent development, cultivation and exchanges.  

First receivers of the policy award are more than 40 "Jingxian Program" talents, including leading experts, outstanding young talents, as well as overseas innovation and entrepreneurship talents and teams in Shijingshan's "1+3+1" high-end, precision  and sophisticated industries such as modern finance, sci-tech services, digital innovation, next-generation IT and commercial services.  

Apart from financial incentives, talents of the "Jingxian Program" can also enjoy convenient government services and a series of supporting services covering business registration, innovative and high technology accreditation, application for science and technology projects , talent policy consultation, social insurance services, etc.
