The Interim Measures of Shijingshan District for Promoting Sci-fi Industry (Shi Zheng Ban Fa [2020] No.14) (hereinafter referred to as the "Interim Measures") has been released to boost the innovative development of sci-fi industry and improve the technological and cultural soft power of Shijingshan District. The Interim Measures focuses on three key factors of sci-fi industry, namely key technologies, talents of original creativity and building of application scenarios, and stipulates to set up special funds for the development of sci-fi industry.
1. Sci-fi content creation, as well as the creation and production of derivative products such as animation, film and television, and games.
2. Multiple services such as publication, trading, incubation, testing and certification, and standardization service.
3. R&D of digital film and television production technology and equipment production, R&D of digital experience equipment and key technologies, creation of experience scenarios, organization of events, etc.
4. Industries to be integrated with sci-fi industry, such as culture, education, sports, tourism and entertainment.

1.Supporting R&D and application of key technologies
Key technologies include digital imaging and synthesis, digital painting and 3D modeling, digital rendering, and motion capture.
One-off financial support will be granted to abovementioned projects based on 30% of the total R&D spending, up to a maximum of CNY 2 million.

2.Supporting creation and commercialization of sci-fi original works
Financial support will be provided upon identification of proprietary sci-fi original works that are published with a maximum of CNY 50,000 for each project.
Financial support will be provided upon identification of sci-fi works that are transformed into self-developed products such as sci-fi film and television as well as sci-fi games, with a maximum of CNY 1 million.

3. Supporting the convergent development of sci-fi industry
A. Encouraging sci-fi teams to settle in the district
One-off financial support will be provided upon identification to domestic and foreign enterprises, master studios, social organizations, and entrepreneurship service institutions in sci-fi industry once they settle down in the district, with a maximum fund of CNY 200,000 for business starting up.
Financial support will be provided to leading enterprises with demonstration effects with a maximum fund of CNY 1 million.
B. Supporting the convergent development of sci-fi enterprises
Operation institutions of carriers such as incubation institutions, business buildings and industrial parks will be encouraged to upgrade and transform existing factories and buildings, so as to attract sci-fi enterprises for convergent development. Upon identification, one-off financial support, which is no more than 30% of the actual upgrading spending according to the area being upgraded and the size of sci-fi enterprises, will be provided.. The financial support of each project is no more than CNY 3 million.
Upon identification, one-off financial support will be provided to operators of sci-fi clusters assessed as national or municipal key demonstration parks (bases). The financial support of each project is CNY 1 million or CNY 0.5 million.

4. Supporting sci-fi themed scenario construction
All kinds of public welfare facilities in Shijingshan District will be encouraged to construct diversified sci-fi themed experience scenarios.
Shijingshan Amusement Park, Shougang Park as well as other industrial factory buildings and industrial parks will be encouraged to construct sci-fi experience and consumption parks.

5.Supporting the development of service platforms in sci-fi industry
Finanical support, which is 30% of the actual expenditure of the preceding of the platform, will be provided upon identification to encourage the development of service platforms in sci-fi industry, including platforms for cloud services, transaction of content copyright, business planning, industrial investment, etc. The maximum amount is CNY 100,000 .
Financial support will be provided upon identification to encourage the establishment of sci-fi organizations such as alliances and associations, to support the hosting of sci-fi activities such as training and exchanges, and to enhance the exchange and cooperation between sci-fi writers and researchers. The financial support will be given based on the number of enterprises these organizations served and the quality of their service, and the maximum amount is CNY 100,000.

6.Guiding the financial sector to support sci-fi industry
Shijingshan District will encourage institutions specializing in angel investment, venture capital investment and equity investment to support the development of sci-fi industry.
Financial rewards will be provided to above-mentioned institutions if they are registered in Shijingshan District and invest in major sci-fi industries in the district:
Financial rewards, which is 5% of the investment amount, will be provided to angel investment institutions. The maximum amount is CNY 500,000.
Financial rewards, which is 0.2% of the investment amount, will be provided to institutions participating in Series A and Series B funding. The maximum amount is CNY 300,000.

7.Promote the hosting of major sci-fi events
Sci-fi themed activities will be encouraged during during film festivals, technology weeks and cultural festivals that are of or above municipal level.
One-ff subsidy, which is 30% of the actual expenditure of the organizers, will be provided to sci-fi themed activities such as the sci-fi industrial forums, sci-fi master forums and sci-fi contests. The subsidy is given based on the number of participating enterprises, the influence and the eventual effect of the event and the maximum account is CNY 1 million.
One-ff subsidy, which is 30% of the actual expenditure of the activities, will be provided to events with international influence such as the China Science Fiction Convention and World SF Convention. The maximum account is CNY 5 million.
For , provide organizers with one-off financial support of no more than 30% of the actual hosting cost, which shall not exceed RMB 5 million.
The subsidy will be provided for one same organizer once a year. -
8.Supporting talents and teams in sci-fi industry
Renowned talents and teams in sci-fi industry at home and abroad will be encouraged to settle in Shiijngshan District, and they are prioritized for joining the "Jingxian Project", a project aiming to attract talents.
