1. A photocopy of the request for project approval (including forwarded request) to government departments (issued by the district development and reform commission where the project is located)

2. An original project application form (It shall include the situation of the project and investors, resource utilization and ecological environment impact analysis, and economic and social impact analysis. The foreign investor's application report for mergers and acquisitions of domestic enterprises shall include the acquiring party's information, the merger arrangement, financing plan and the situation of the acquired party, the post-acquisition business method, scope and shareholding structure, the use of income, etc.)

3. A photocopy of the enterprise financial statements

4. A photocopy of enterprise registration materials of the Chinese and foreign Investors

5. A photocopy of the letter of intent for investment or a photocopy of the resolutions of the board of directors on capital increment and merger and acquisition projects or a photocopy of the resolutions of the board of shareholders.

6. A photocopy of the valid planning opinions (including the planning opinions,  the reply of planning opinions, the planning and design plan review opinions or the construction project planning permit)

7. Valid land use opinions:

(1) A photocopy of the opinions on pre-approval of land use for a construction project (No pre-approval is needed for projects that do not involve newly constructed land use and are renovated or expanded within the approved construction land.)

(2) Projects that adopt "bidding, auction and listing" as the land supply method only need to provide:

• A photocopy of the grant contract of state-owned construction land use right

• Bidding documents or listing documents

• A photocopy of the bid-winning notification (the grant of the land use right)

(3) Land transfer projects also need to provide:

• A photocopy of the state-owned land use right transfer registration form of Beijing Municipality (issued by the department of land and resources management)

8. For the project invested by state-owned assets, the confirmation document from the competent department is needed.

9. Documents proving the legal identity of the project construction unit

(1) Enterprise legal person

• A photocopy of the business license for enterprise legal person

• A photocopy of the organization code certificate

• A photocopy of the memorandum of incorporation

•For the foreign-invested enterprise or the sino-foreign joint venture, a photocopy of the approval certificate of foreign-invested enterprises.

(2) Non-corporate legal persons, such as public institutions and social groups and organizations

• A photocopy of the organization code certificate

• A photocopy of the qualification certificate

(3) An original "Identity Certificate of the Legal Representative"

(4) A photocopy of the ID card(Legal representative)

(5) If applied by an entrusted agent:

• An original letter of authorization

• A photocopy of the ID card(trustee)

10. According to different projects and construction conditions, in addition to the above application materials, the following projects shall comply with relevant national regulations.

(1) According to laws and administrative regulations, for major and large projects, two photocopies of the official reply of the environmental impact assessment document are required.

(2) For projects that require water impact assessment according to relevant provisions of the municipality, a photocopy of the official reply of the water impact assessment document is required.

(3) For projects that require social stability risk assessment following relevant national regulations, a photocopy of the review opinion of the social stability risk assessment is required.
