2. A photocopy of the letter of intent for investment, and the resolution of the company board of directors for capital increase and merger and acquisition

3. A photocopy of the effective planning opinions issued by the urban and rural planning administrative department

4. A photocopy of the land use pre-examination documents from the department of land and resources management

5. A photocopy of the environmental impact assessment review document

6. If the investment is made with state-owned assets, a photocopy of the confirmation document issued by the competent department is required.
