Several Measures of Shijingshan District on Promoting High-quality Development of Specialized, Refined, Differential and Innovative Small and Medium-sized Enterprises (Revision)
I. Award typical enterprises to lead others
After recognition, a one-off reward of CNY 30,000 will be given to enterprises that have won the title of innovative small and medium-sized enterprises (SMEs) of Shijingshan District for the first time; a one-off reward of CNY 200,000 will be given to enterprises that have won the title of specialized, refined, differential and innovative SMEs of Beijing; a one-off reward of CNY 800,000 will be given to enterprises that have won the title of "little giant" firms at the national level among specialized, refined, differential and innovative enterprises. Any enterprise will only be rewarded once, and the reward balance will be given to enterprises after obtaining titles of higher levels.
II. Improve the technological innovation capability of enterprises
Research and development of new technologies and products are encouraged. According to the Measures of Shijingshan District for Promoting the Building of International Science and Technology Innovation Center and Accelerating Innovative Development, specialized, refined, differential and innovative SMEs carrying out scientific research projects that fall into the category of regional high-end, precision, and sophisticated industries, will be given financial support equivalent to 30 percent of the total research and development investment after evaluation, with a maximum amount of CNY 2 million for a single project.
III. Reduce the costs of office space for enterprises
Specialized, refined, differential and innovative SMEs are encouraged to operate within the district. Enterprises that rent or purchase office space will be given subsidies after recognition in accordance with the Several Measures of Shijingshan District on Promoting the Development of High-end, Precision, and Sophisticated Industries (Trial).
IV. Encourage enterprises to introduce top talent
Enterprises that have won the title of specialized, refined, differential and innovative SMEs are encouraged to introduce domestic and foreign top talent. Talent selected for the "Jingxian Project" will be given a maximum reward of CNY 1 million per person, as well as services and support in terms of housing, medical care, and children education in accordance with the Implementation Measures of Shijingshan District for Attracting and Encouraging the Entrepreneurship and Employment of Top Talents (Trial). According to the Interim Measures for Talent Housing Management in Shijingshan District, a specialized, refined, differential and innovative SME can obtain one set of talent rental housing quota after recognition.
V. Reward for enterprise executives
The introduction of high-end talent in line with the industrial development orientation of Shijingshan District by specialized, refined, differential and innovative enterprises is encouraged. According to the Several Measures of Shijingshan District on Promoting the Development of High-end, Precision, and Sophisticated Industries (Trial), executives of such enterprises will be rewarded after recognition.
VI. Strengthen credit support for enterprises
Financial institutions are encouraged to actively promote exclusive credit products for specialized, refined, differential and innovative small and micro enterprises. For the intellectual property pledge financing, supply chain financing and other related loans used for the normal operation and research and development of enterprises, after recognition, an interest subsidy of 50 percent of the actual annual interest paid will be given in accordance with the Interim Measures of Shijingshan District on the Special Funds Management of the Financial Support for Comprehensive Financial Services Pilot Reform of Private, Small, and Micro Enterprises. The maximum annual support for an enterprise shall not exceed CNY 1 million.
VII. Expand equity financing channels for enterprises
Investment institutions are encouraged to conduct angel investment, venture capital investment, equity investment and other investments for specialized, refined, differential and innovative SMEs. According to the Several Measures of Shijingshan District on Promoting the Development of High-end, Precision, and Sophisticated Industries (Trial), for the private equity fund and angel round, series A round and B round investment in Shijingshan District targeting key industries and related core technologies initiated by the same management institution in the district, a subsidy will be given to the fund management institution from 1 percent to 2 percent of the actual amount of investment. The maximum annual subsidy for an enterprise shall not exceed CNY 1 million. Shijingshan District Modern and Innovative Industry Development Fund will be guided to invest directly or set up sub-funds to support the cultivation of specialized, refined, differential and innovative SMEs for rapid development.
VIII. Establish the listing service mechanism for enterprises
The leading group for listing shall be leveraged, providing cultivation and guidance at different levels for the listing of specialized, refined, differential and innovative SMEs. For enterprises that have made initial public offerings (IPOs) of stocks on the Beijing Stock Exchange or other domestic A-share markets, or have directly listed on the main boards of major overseas stock exchanges, according to Several Measures of Shijingshan District on Promoting the Development of High-end, Precision, and Sophisticated Industries (Trial), a district-level subsidy of up to CNY 10 million will be granted to domestic listed enterprises in stages. Enterprises settled in the district will receive a district-level subsidy of CNY 1.5 million after being listed on the Innovation Tier of the National Equities Exchange and Quotations (NEEQ). Enterprises listed on the Innovation Tier of NEEQ, if relocated to Shijingshan District from outside Beijing, would receive a district-level subsidy of CNY 1 million. For enterprises listed in other countries, after recognition, a district-level subsidy of a maximum of CNY 6 million will be granted. A maximum subsidy of CNY 20 million at the municipal and district level will be granted to A-share listed enterprises that are relocated from outside Beijing.
IX. Improve the precise service system for enterprises
A cultivation pool of specialized, refined, differential and innovative enterprises will be built to gather seed enterprises with development potential. A service team will be established with the mechanism of "One Steward for One Enterprise", under the principle of responding to every request and no interference if no issue arises. It aims to comprehensively strengthen the connection between the government and enterprises in planning, policies, projects, resources, publicity, and other aspects, and improve the accuracy and effectiveness of services. According to the Several Measures of Shijingshan District on Promoting the Development of High-end, Precision, and Sophisticated Industries (Trial), the investment promotion platform and agencies that concentrate efforts on introducing specialized, refined, differential and innovative enterprises to settle in Shijingshan District each year will be given support and reward after recognition.
The policy shall be implemented in accordance with the principle of "preferential and non-repetitive reward for one enterprise", i.e., if there are similar policies in Shijingshan District, the one with higher standards shall be adopted. Enterprises applying for funding support under this policy shall follow the implementation procedure.
This measure is valid until December 31, 2025. The Several Measures of Shijingshan District on Promoting the High-quality Development of Specialized, High-grade, Characterization and Innovation Driven Small and Medium-sized Enterprises (No. 8 [2022] of the Bureau of Economy and Information Technology of Beijing Shijingshan District) shall be repealed as of the same date.
