In the post-Olympic era, Beijing's Shijingshan District, inheriting and carrying forward the spirit of the Olympics Games, has been advancing to build itself into a more significant central urban district in western Beijing and show its unique charm of the "Dual Olympic District" in a better way.

 

 

Shijingshan District, where the Beijing Organizing Committee for the 2022 Olympic and Paralympic Winter Games and the Big Air are located,  fulfilled its responsibilities thoroughly and made every effort to offer quality services for the Games. With the fulfillment of responsibilities and excellent performance, the district contributed to the successful Beijing 2022 Olympic and Paralympic Winter Games and promoted regional development. Venues in Shougang Park have therefore become world-class popular sites for visiting.

 

The Communist Party of China (CPC) Central Committee and the State Council of the People's Republic of China awarded the honorable title of "Organization with Outstanding Contributions to the Beijing 2022 Olympic and Paralympic Winter Games" to the Operation Headquarters of the Beijing 2022 Olympic and Paralympic Winter Games in Shijingshan District of Beijing. The district was also named a National Forest City by China's National Forestry and Grassland Administration, becoming the first central district in Beijing to win such an honorable title. The Three-Year Action Plan for Western Beijing's Transformation and Growth was carried out to gradually establish a consumption circle featuring urban revitalization in Beijing's western region. Besides the 2022 Cultural Festival of Western Hill and Yongding River Beijing, Shijingshan also held an unveiling and signing ceremony of the ZGC Science Fiction Industry Innovation Center and the awarding ceremonies of the Flying Apsaras Awards and Starlight Awards. All major events in 2022 show the achievements and pride of the people in Shijingshan District, reflecting all the hard work done by the people there.

 

 

 

The district carried out the Three-Year Action Plan for Transformation and Growth in Western Beijing, and implemented in coordination with other parties 28 annual tasks and 60 major projects in the area of Shougang Park. The "Ten Major Tasks" (which concern 1. services for the Beijing 2022 Olympic and Paralympic Winter Games; 2. ecological conservation; 3. renovation of industrial heritage; 4. municipal infrastructure construction; 5. environmental management and improvement; 6. industrial transformation and upgrade; 7. building of international talent communities; 8. improvement of living environment; 9. public services for the benefit of people; and 10. improvement of the district's image) of New Shougang High-end Industry Comprehensive Service Area were completed to create a vigorous and ideal place for ambition and development, which is future-oriented, youth-oriented, and globe-oriented. The district built a cluster for the science fiction industry and set up China's first domestic equity fund for the science fiction industry. The ZGC Science Fiction Industry Innovation Center was built and other major projects were carried out as well. Last year, the district was commended by the State Council for the fourth time for its remarkable performance in the reconstruction and transformation of its old industrial bases. Shijingshan District was the only administrative division in China that won three excellent awards in the evaluation of demonstration zones for industrial transformation and upgrading in 2021.

 

 

The district promoted the reconstruction planning for five blocks, including the blocks of Beijing Special Steel Co., Ltd. of Shougang Group and B&WBC-BBW (i.e. Babcock & Wilcox Beijing Company Ltd. and Beijing Boiler Works). The first Beijing Urban Regeneration Forum was held successfully. The district implemented 77 urban renewal projects based on the ten key fields and made in-depth research on finding proper ways to renew and reconstruct the famous eight major factories in western Beijing. Shijingshan District facilitated the renovation of old urban areas and shantytowns. At the same time, the district strengthened the comprehensive construction of major infrastructure sectors.

 

 

 

The district supported the integrated and coordinated development of key areas of "One Axis and Four Parks" (namely 1. Chang'an Avenue's west extension line known as "Chang'an Golden Axis"; 2. Beijing Banking and Insurance Business Park, Shijingshan Park of Zhongguancun Science Park, New Shougang High-end Industry Comprehensive Service Area, and creative cultural parks developed on the basis of industrial remains), the "1+3+1" high-end, precision and sophisticated industries (with the modern financial industry as the strategic leading factor, science and technology service industry, digital creative industry and new-generation information technology industry as the foci, and high-end business service industry as a supporting element), and the "Five Perspectives" (i.e. 1. building Beijing into an international center for innovation; 2. promoting the development of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone; 3. building Beijing into a model city of the digital economy; 4. creating new demands through supply-side structural reform, and 5. coordinated development of Beijing, Tianjin and Hebei). The number of enterprises introduced to Shijingshan increased by more than 30 percent year on year. The district strove to make Chang'an Golden Axis more influential by launching key events including the Digital Finance Forum of the Global Digital Economy Conference 2022, and preparing to establish a service base for Beijing Stock Exchange. The revenue of the modern financial industry in the district was estimated to achieve CNY 123.5 billion. Shijingshan Park of Zhongguancun Science Park has received from the state the commendations for its remarkable performance, which featured strong actions and hard work and yielded effective results, in the industrial transformation for two consecutive years. Additionally, the district focused on the high-standard development of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone by carrying out 90 annual key tasks. The district managed to complete the development of an international consumption space featuring "one core, three business districts, and multiple themed blocks" (i.e. 1. helping the area of Shougang Park play a more vital role in leading international consumption; 2. strengthening coordination of the comprehensive business district along the west extension line of Chang'an Avenue, the business district of the Western Beijing Traffic Hub, and the business district integrating sectors of culture, commerce and tourism in Beijing's western hilly areas; and 3. supporting the development of a series of open and themed commercial blocks such as the Moshikou Historical and Cultural Block, Gucheng South Road Pedestrian Zone, and Langyuan Park).

 

 

 

The district further promoted the development of the Cultural Belt of the Western Hill and the Yongding River. The Moshikou Historical and Cultural Block made an excellent debut as well. Projects including the construction of Fahai Temple Mural Art Center and the restoration of Longquan Temple were accomplished. The district also supported the establishment of non-state-owned museums such as Beijing Eight Imperial Handicrafts Museum. The district held the 9th Beijing Winter Sports Festival to further encourage people from governmental departments and organs, enterprises, schools, communities, rural areas, and households to participate in winter sports. At the same time, the district has continuously promoted and supported the development of winter sports, aiming to boost the industry and impress residents with the legacy of the Beijing 2022 Olympic and Paralympic Winter Games.
