A foreigner who is a world's top talent, a talent with special skills or a prominent figures who has made significant and outstanding contributions to China's economic development and social progress or is of great value to the country, including world-renowned science award winner, world-famous scholar, entrepreneur, athlete or artist, may apply for permanent residence.

1. 2 2-inch front bareheaded white or light blue background colored photos and electronic photo (submitted in CD).

2. Potocopy of the valid foreign passport and visa of the applicant.

3. Recommendation letter issued by the competent department, commission or bureau under the State Council.

4. Photocopy of the "Work Permit for Foreigners", the "Employment Certificate for Foreigners" or the "Foreign Expert Certificate".

5. Certificates of relevant awards or achievements.  If detailed in the recommendation letter, such certificates may not be provided separately.

6. Where the applicant is a foreign scientific and technological talent, he/she can provide the recommendation letter or identity confirmation letter and the "Certificate for Foreign Experts Residing in China" issued by the Ministry of Human Resources and Social Security.

7. An applicant who had Chinese nationality before shall provide the photocopy of the certificate of eligibility for foreign settlement, the naturalization paper or the household certificate transcript, and the Chinese passport used for naturalization.

8. The applicant's resume (from the age of 18 till now, the year and month shall be consecutive).

1. Certificates issued by relevant foreign institutions shall be certified by the Chinese embassy or consulate in that country.

2. Materials in foreign language must be translated into Chinese, and the translation company's official seal shall be affixed to the translation.

3.The original must be reviewed before submitting a photocopy, and a photocopy of A4 size shall be provided.

4. If the applicant needs to print the Chinese name on the "Foreigner Permanent Resident ID Card", he/she shall clearly indicate whether to print the Chinese name in the "Other Matters to be Explained" column on the application form.

5. An applicant who has not canceled the household registration in China shall apply after canceling the household registration.
