The Study and Examination for Vehicle Drivers When 12 Points are Accumulated on Their Driving Records

A motor vehicle driver holding a driving license of Beijing municipality, or a motor vehicle driver holding a driving license of other provinces or municipalities and violating road traffic safety laws in Beijing, in the case of committing demerits up to 12 scores during a single scoring period, may be required to take a seven-day study session on road traffic safety laws, regulations and related knowledge within 15 days, and apply for an examination on road traffic safety laws, regulations and related knowledge after the study.

A motor vehicle driver committing a second and above depletion of 12 scores on the driving record or committing demerits up to 24 scores in total during a scoring period may also apply for the road driving skills examination (Subject 3 of the Test for Driving License) after passing the examination on road traffic safety laws, regulations and related knowledge.

1. Proof of identity of the motor vehicle driver;

2. Two 1-inch photos of the motor vehicle driver.

Photo requirements: an ID-type photo, straight-edged, bareheaded, front-facing, half-length, full-color against a white background, taken within 6 months before the application. No uniforms, clear image, natural expressions, no obvious distortion. Photo size 32mm×22mm (1 inch), head width 14mm to 16mm, head length 19mm to 22mm.

Steps:

Application accepted for review and verification of materials.

Mandatory study session followed by an examination on road traffic safety laws, regulations and related knowledge.

Production and issuance of driving licenses upon qualification in the examination.

1. Foreign applicants may proceed to the Office of Vehicle Management of Beijing Municipal Traffic Management Bureau (hereinafter referred to as the Office of Vehicle Management);

2. Applicants required to take Subject-I of the Test for Driving License may proceed to any branch offices of the Office of Vehicle Management;

3. Applicants required to take Subject-III of the Test for Driving License for the operation of tractor-trailers and city buses may proceed to Jingnan branch office of the Office of Vehicle Management;

4. Applicants required to take Subject-III of the Test for Driving License for the operation of medium-sized buses may proceed to Jingfeng, Jingnan and Jingbei branch offices of the Office of Vehicle Management;

5. Applicants required to take Subject-III of the Test for Driving License for the operation of large trucks may proceed to Jingfeng, Jingnan and Jingbei branch offices of the Office of Vehicle Management;

6. Applicants required to take Subject-III of the Test for Driving License for the operation of small automatic cars for the disabled may proceed to Jingfeng and Jingnan branch offices of the Office of Vehicle Management;

7. Applicants required to take Subject-III of the Test for Driving License may proceed to any branch offices of the Office of Vehicle Management;

Time Required:

1. A motor vehicle driver depleting demerits up to 12 scores may take a seven-day study session on road traffic safety laws, regulations and related knowledge;

2. A motor vehicle driver may make an appointment for Subject-I Examination of the Test for Driving License within 20 days after receiving the study session;

3. A motor vehicle driver committing a second depletion of 12 scores during a single scoring period, may make an appointment for Subject-III of the Test for Driving License within 10 days after passing Subject-I Examination of the Test for Driving License.

Fees:

1. 10 CNY per driving license;

2. 50 CNY per person for an examination on road traffic safety laws, regulations and related knowledge (Subject-I);

3. 60 CNY per person for an examination on road driving skills (Subject-III).

Examination:

1. A motor vehicle driver may take an examination from the Office of Vehicle Management on road traffic safety laws, regulations and related knowledge within 20 days after the mandatory study session. Qualified drivers will have their demerits written off and their driving licenses back. Disqualified drivers will continue to take the study session and the examination.

Driving licenses may be suspended if  the drivers failing to take the study session within 15 days from the date of notification by the traffic administrative department of the public security organ.

2. A motor vehicle driver committing a second depletion of 12 scores or committing demerits up to  24 scores in total during a single scoring period may take an examination on road driving skills for the highest class of permitted vehicle types stated in his/her driving license within 10 days after passing the examination on road traffic safety laws, regulations and related knowledge.

Drivers holding a license for driving large buses, tractor-trailers, city buses, medium-sized buses, and large trucks may take an examination on road driving skills (Subject-III) in accordance with the highest class of permitted vehicle types stated in his/her downgraded driving license.

A motor vehicle driver who applies for the "Full Point Examination" (referring to the examination after 12 points are accumulated on their driving records) and at the same time voluntarily applies for downgrading his/her permitted vehicle types may take an examination on road driving skills in accordance with the highest class of permitted vehicle types stated on his/her downgraded driving license.

3. Duration of 45 minutes for Subject-I of the Test for Driving License.

4. A motor vehicle driver cheating on any examination will be disqualified for the examination and examination results of other Subjects will be annulled. The driver may file an application again.

Definition of proof of identity:

1. Proof of identity for residents of the Chinese Mainland refers to a Resident ID Card or Temporary Resident ID Card;

2. Proof of identity for military (including armed police) perssonel refers to a Resident ID Card or Temporary Resident ID Card. In the absence of a Resident ID card, it may refer to valid military credentials such as as military officer ID card, civilian cadres ID card, soldiers ID card, certificate of emeritus, certificate of retirement, as well as domicile certificate issued by a unit above the regimental level;

3. Proof of identity for residents of Hong Kong Special Administrative Region and Macao Special Administrative Region refers to a Residence Permit for Hong Kong and Macao Residents. In the absence of a Residence Permit for Hong Kong and Macao Residents, it may refer to an Mainland Travel Permit for Hong Kong and Macao Residents upon entry or a Travel Permit of the People's Republic of China issued by the Ministry of Foreign Affairs, Hong Kong Permanent ID Card and Macao Permanent ID Card, and registered residence certificate issued by the public security organ;

4. Proof of identity for residents of Taiwan refers to a Residence Permit for Taiwan Residents. In the absence of a Residence Permit for Taiwan Residents, it may refre to a Mainland Travel Permit for Taiwan Residents with a validity period of five years and issued by the public security organ, or a Travel Permit of the People's Republic of China issued by the Ministry of Foreign Affairs, and registered residence certificate issued by the public security organ;

5. Proof of identity for overseas Chinese refers to a Passport of the People's Republic of China and registered residence certificate issued by the public security organ;

6. Proof of identity document for foreigners refers to a passport or travel permit of other types, a valid visa with a period of stay for above 3 months or a permit for stay or residence upon entry, and registered residence certificate issued by the public security organ; Proof of identity for foreigners holding permanent residence permit refers to a Foreigners' Permanent Residence Card of the People's Republic of China;

7. Proof of identity for personnel of foreign embassies, consulates, representative offices of international organizations in China refers to valid identity documents issued by the Ministry of Foreign Affairs.
