The Deregistration of Motor Vehicles

In case any of the following cases occurs, you can apply to proceed motor vehicle deregistration:

1. Registered motor vehicle verified for scrapping according to relevant national standards;

2. Motor vehicles destroyed and lost due to natural disasters, fires, or traffic accidents;

3. Motor vehicles not operated in the territory of the People's Republic of China;

4. Motor vehicles returned due to quality problems.

1. Following materials are required for deregistration of discarded or dismantled motor vehicles:

A. A motor vehicle registration certificate;

B. A vehicle license;

C. A vehicle license plate;

D. A duplicate of the Recycling Certificate for End-of-life Motor Vehicles.

2. Following materials are required for deregistration of lost or destroyed motor vehicle:

A. Proof of identity of the motor vehicle owner;

B. Proof of identity of an agent if any (and  proof of identity of the handler for agencies), and a written letter of authorization of the motor vehicle owner;

C. A motor vehicle registration certificate;

D. A vehicle license;

E. A certificate of loss in the case of destroyed and lost motor vehicles in fires or traffic accidents:

3. Following materials are required for deregistration of motor vehicles returned due to quality problems:

A. Proof of identity of the motor vehicle owner;

B. Proof of identity of an agent if any (and  proof of identity of the handler for agencies), and a written letter of authorization of the motor vehicle owner;

C. A motor vehicle registration certificate;

D. A vehicle license;

E. A vehicle license plate;

F. Proof of return issued by a motor vehicle manufacturer or dealer.

4. Following materials are required for deregistration of motor vehicles not operated within the territory of the People's Republic of China:

A. Proof of identity of the motor vehicle owner;

B. Proof of identity of an agent if any (and  proof of identity of the handler for agencies), and a written letter of authorization of the motor vehicle owner;

C. A motor vehicle registration certificate;

D. A vehicle license;

E. A vehicle license plate;

F. A motor vehicle exit certificate. An exit certificate for motor vehicles under the supervision of customs departments refer to the Notice on Applying for (Cancelling) Vehicle Plates for Inbound (Outbound) Vehicles under Supervision of Customs of the People's Republic of China.

Steps:

Address:

1. Deregistration of a motor vehicle for mandatory scrapping according to national standards or a motor vehicle of other localities for an off-site deregistration in Beijing may be proceeded at the branch office of the Office of Vehicle Management of the Beijing Municipal Traffic Management Bureau (hereinafter referred to as the "Office of Vehicle Management") that covers the location of the registered recyclers of the motor vehicle;

2. Deregistration of destroyed or lost motor vehicles may be proceeded at any branch offices of the Office of Vehicle Management;

3. Deregistration of motor vehicles that belong to foreign embassies/consulates, foreign personnel or foreign institutions may be proceeded at the Office of Vehicle Management. Deregistration of motor vehicles belonging to holder of a Residence Permit for Hong Kong, Macao and Taiwan Residents may also be proceeded at any branch offices of the Office of Vehicle Management.

Motor vehicles registered in Beijing applying for off-site deregistration and motor vehicles deregistrated for other situations may be proceeded at the Office of Vehicle Management.

1. Application Requirements:

A. Motor vehicles registered in Beijing;

B. Motor vehicles covered by deregistration conditions;

C. Provision of application materials required by laws and regulations.

2. Deregistration may not be accepted and proceeded in the following cases:

A.  Invalid certificates and proofs submitted by the motor vehicle owner;

B. Motor vehicles seized or detained by the people's courts, the people's procuratorates, or administrative law enforcement departments in accordance with the law;

C. Motor vehicles that are stolen or robbed;

D. Information of the motor vehicle unidentical to documentation of the motor vehicle;

E. Motor vehicles that are mortgaged or pledged;

F. Motor vehicle still under supervision of the customs supervision;

G. Other situations prescribed by laws and administrative regulations.

3. Definition of the following terms:

A. Motor vehicle owner refer to an individual or unit that owns the motor vehicle.

- Individuals refer to residents and military (including armed police) personnel in the Chinese mainland, residents of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan, overseas Chinese and foreigners;

- Units refer to government organs, enterprises, public institutions and social organizations, as well as foreign embassies/consulates in China, foreign offices in China, and representative offices of international organizations in China.

B. Definition of proof of identity:

- Proof of identity of government agencies, enterprises, public institutions, or social organizations refers to an Organization Code Certificate or certificate with a unified social credit code, a letter of authorization with an official seal, and proof of identity of the entrusted person. If a motor vehicle owner is an internal department without an Organization Code Certificate, the Organization Code Certificate of its superior unit may be used as proof of identity. In the case of cancellation, revocation or bankruptcy of such units, proof of identity may refer to the cancellation certificate issued by the administrative department for industry and commerce. Proof of identity of revoked government organs, public institutions, and social organizations may refer to relevant certificates issued by their superior competent authorities. Proof of identity of bankrupted enterprises refer to relevant certificates issued by a legally established property liquidation institution;

- Proof of identity of foreign embassies, consulates, representative offices of international organizations in China may refer to certificates issued by themselves;

- Proof of identity for residents of the Chinese mainland refers to a Resident ID card or Temporary Resident ID card;

- Proof of identity for military (including armed police) personnel refers to  to a Resident ID Card or Temporary Resident ID Card. In the absence of a Resident ID card, it may refer to valid military credentials such as as military officer ID card, civilian cadres ID card, soldiers ID card, certificate of emeritus, certificate of retirement, as well as domicile certificate issued by a unit above the regimental level;

- Proof of identity for residents of Hong Kong Special Administrative Region and Macao Special Administrative Region refers to a Residence Permit for Hong Kong and Macao Residents. In the absence of a Residence Permit for Hong Kong and Macao Residents, it may refer to an Mainland Travel Permit for Hong Kong and Macao Residents upon entry or a Travel Permit of the People's Republic of China issued by the Ministry of Foreign Affairs, Hong Kong Permanent ID Card and Macao Permanent ID Card, and registered residence certificate issued by the public security organ;

- Proof of identity for residents of Taiwan refers to a Residence Permit for Taiwan Residents. In the absence of a Residence Permit for Taiwan Residents, it may refer to a Mainland Travel Permit for Taiwan Residents with a validity period of five years and issued by the public security organ, or a Travel Permit of the People's Republic of China issued by the Ministry of Foreign Affairs, and registered residence certificate issued by the public security organ;

- Proof of identity for overseas Chinese refers to a Passport of the People's Republic of China and registered residence certificate issued by the public security organ;

- Proof of identity document for foreigners refers to a passport or travel permit of other types, a valid visa with a period of stay for above 3 months or a permit for stay or residence upon entry, and registered residence certificate issued by the public security organ; Proof of identity for foreigners holding permanent residence permit refers to a Foreigners' Permanent Residence Card of the People's Republic of China;

- Proof of identity for personnel of foreign embassies, consulates, representative offices of international organizations in China refers to valid identity documents issued by the Ministry of Foreign Affairs.

C. Certificate of loss of motor vehicles

- Certificate of loss due to fires refers to a certificate issued by a fire department of the public security organ at or above the county level where the fire occurred;

- Certificate of loss due to traffic accidents refers to a certificate issued by a traffic administrative department of the public security organ at or above the county level where the traffic accident occurred.

Policies and Regulations:

Regulations on off-site deregistration of dismantled motor vehicles

1. Motor vehicles registered in Beijing that is damaged and unable to be sold to registered recyclers in Beijing may be sold to off-site recyclers. Upon confirmation of the dismantling, the off-site recyclers may issue a Recycling Certificate of End-of-life Motor Vehicles to the motor vehicle owner, and file the registration certificate, license plate and vehicle license, etc. of the dismantled vehicle to the local office of vehicle management.  The motor vehicle owner may proceed to the office of vehicle management for deregistration

2. Motor vehicle registered in other provinces or cities that is damaged and unable to be sold to recyclers in the regisration place may be sold to recyclers in Bejing. Upon confirmation of dismantling, the recycler may issue the Recycling Certificate of End-of-life Motor Vehicles to the owner, and file the motor vehicle registration certificate, license plate, and vehicle license to the branch office of the Municipal Office of Vehicle Management that covers the local of the recycler. The motor vehicle owner may proceed to the office of vehicle management of the registration place for deregistration.
