Issuance of Port Visa for Foreigners - R (Talent) Visa for Those Who Come to Beijing For Investment or Innovation and Entrepreneurship

Basic Documents

1. Individual application and business plan (one original copy);

2. The applicant's certificate of deposit in a domestic bank (no less than CNY 50,000) (one original copy, which is only for verification, as well as one duplicate);

3. Submit the applicant's patent certificate issued inside or outside of China (the overseas patent certificates shall be authenticated by Chinese embassies (consulates) abroad and issued by government agencies; the proof shall be a paper certificate; one original copy, which is only for verification, as well as one duplicate), or the proof of applicant's investment in Beijing issued by government authorities (one original copy, which is only for verification, as well as one duplicate);

4. The invitation letter and guarantee letter issued by the reception unit or the applicant's partners in Beijing (the host unit in Beijing shall also submit the tax payment certificate for the previous year; the amount of tax paid shall be over CNY 50,000; one original copy, which is only for verification, as well as one duplicate);

5. The applicant's partners in Beijing shall also provide a personal commitment (one original copy).

Steps: Immediate processing (the application forms shall be filled in a standardized way; the submitted materials are complete; the requirements for the issuance of entry/exit documents are met)

Fees:

1. Visa fees for the applicants from non-reciprocal countries: 160 CNY per person per time for a zero-entry visa; 168 CNY per person per time for a single-entry visa; 252 CNY per person per time for a double-entry visa; 420 CNY per person per time for a half-year (including half year) multiple-entry visa; 672 CNY per person per time for a one-year (including one year) to five-year (including five years) multiple-entry visa; 130 CNY per person per time for a single-entry group visa; 170 CNY per person per time for a double-entry group visa; 160 CNY per person per time for the individual separation from group visa; 160 CNY per person per time if increasing or decreasing the number of accompanying persons.

Matters to be Noted

Foreigners who apply to port visa authorities for visas shall submit their passports or other international travel documents, as well as relevant materials for specific application matters; enter China at the ports where they apply for visas; and pay visa fees to port visa authorities in accordance with fee standards set by the state.

Scope of application

1. Any foreigner needing urgent entry for humanitarian reasons, or invited to enter for urgent business affairs, engineering repairs, or other urgencies and holding certification materials provided by relevant competent authorities to apply for a visa at ports of entry, may apply for a port visa at an agency authorized by the Ministry of Public Security at any eligible port of entry approved by the State Council.

2. Any foreign member of entrepreneurial teams in the Zhongguancun Science Park and foreign technical talented individual employed by an enterprise in Zhongguancun Science Park, unable to get a work permit due to time limitations, may apply for a talent visa at the port of entry with an invitation letter offered by the leaders of the entrepreneurial team or by the enterprise concerned.

3. Any foreign student from an overseas college and university invited for internship by a enterprise in Zhongguancun Science Park, which is registered within an entry/exit agency of a public security organ of Beijing may apply for a short-term private visit visa (annotated with "internship") at an authorized port visa agency to enter for internship.

4. Any foreign high-end talented individual recognized by the competent departments of Beijing for human resources, senior professional in a certain industry, who is employed by an enterprise recognized by the competent departments of Beijing for scientific and technological innovation, or other foreign high-end talented individual invited and evidenced by the host unit, in the absence of a visa, may apply for a talent visa at the authorized agency at any port of entry.

5. Any foreigner with a work permit issued by the departments for human resources, social security and/or foreign expert affairs, may directly apply for a work-type residence permit for a validity period of no more than one year, or apply for a work visa at the authorized visa agency at any port of entry.

6. Any foreigner planning to invest, innovate or start a business in Beijing, unable to get a work permit due to time limitations, may apply for a private visit visa at the authorized visa agency at any port of entry, by providing supporting documents such as proof of investment, business plans or proof of his/her source of income.
