Zhongguancun Shijingshan Science Park

Ⅰ. Functional Positioning 

In accordance with Beijing Urban Master Plan (2016-2035) and Shijingshan District Zoning Plan (National Land Spatial Planning) (2017-2035), Shijingshan District is positioned to be a state-level demonstration zone for industrial transformation and development, a green and low-carbon comprehensive service area in the west of Beijing, and an ecologically livable demonstration area in which landscape and culture are well mixed. 

· State-level Demonstration Zone for Industrial Transformation and Development 

Dominated by such advantageous industries as modern finance, digital creativity, technological service, new-generation information technology and high-end business service, Shijingshan District should take the New Shougang High-End Industrial Integrated Service Area, the Beijing Banking & Insurance Business Park, the Jingxi Business Center and other functional areas as the carriers to establish the industrial structure of high-end technological industries, create a strategic node for the innovative development of the west of Beijing, and enhance the connotative promotion of the development momentum. 

· Green and Low-carbon Comprehensive Service Area in the West of Beijing 

As an important node for the urban development of the western part of Beijing, Shijingshan District should take the opportunity brought about by the construction of major projects such as the Chang'an Avenue West Extension Project as well as the preparation work for the 2022 Olympic Winter Games, and sticks to the concept of green and low-carbon development, so as to improve the function of Beijing as the capital of China. Additionally, it should attach an equal importance to urban governance and to the efforts relieving Beijing of functions nonessential to its role as the capital, so as to strengthen the coordination of regional functions and the complementary development of industries, improve urban functions, give full play to its comprehensive service functions, and build a green and low-carbon comprehensive service area in the western part of Beijing. 

· Ecologically Livable Demonstration Area Integrating Landscape and Culture. 

Shijingshan District should vigorously promote the construction of ecological civilization, expand urban green space, and strengthen urban ecological restoration and urban rehabilitation. The district should also improve cityscape and facility allocation, promote job-housing balance, improve ecological environment and public space system, and explore urban renewal development mechanism, so as to build an ecologically livable demonstration zone integrating landscape and culture. In doing so, the integration of landscape and city, the continuous improvement of the urban environment, and the general improvement of people's living standards and quality will be realized. 

Ⅱ. The Development Goal 

Shijingshan District is positioned to be an internationalized west gate of Beijing featuring innovation-orientation, ecological livability, regional coordination, multi-cultural integration, integration of landscape and city, and integration of industry and city development. 

Ⅲ. The Spatial Layout  

Shijingshan District aims to construct an urban spatial structure featuring “one axis, one belt, multiple key nodes, and multiple agglomerations”. 

One axis: the Chang'an Avenue and its extension line. The district will give full play to the effect of the Chang'an Avenue and its extension on spatial connectivity to drive the coordinated development of functional areas along the axis. 

One belt: the Western Hills and Yongding River Cultural Belt. The district will rely on the Western Hills and the Yongding River to promote the deep integration of ecology, culture and tourism. 

Multiple nodes: important city functional nodes. The district will rely on important functional nodes such as the New Shougang High-End Industrial Integrated Service Area and the Pingguoyuan to promote the functional linkage of surrounding areas and form an urban development pattern with multiple nodes as the support. 

Multiple agglomerations: Eastern, central and western agglomerations. The district will strengthen the advantages of each agglomeration and enhance the coordination among three agglomerations so as to promote the balance between the east and the west, and achieve the integral development of the region. 

Layout of Green Space 

The district will integrate ecological elements in the region such as mountains, forests, rivers, and green spaces to form a green space layout featuring “mountains and rivers surrounding the region, green axis passing through the city, and green chains connecting parks”. 

Mountains: The district will establish a stable, high-quality and efficient forest ecosystem, and create a lush and colorful forest landscape, so as to build a green background and ecological barrier for the Shijingshan District. 

Rivers: The district will focus on strengthening the ecological restoration along the Yongding River so as to build the Yongding River waterfront green corridor with Mayu Wetland Park, Landscape Culture Park, Urban Riverside Park, and Riverside Forest Park as the core. 

Axis: The district will highlight the landscape features along the Chang'an Avenue and its extension, integrate the green land resources of Beijing International Sculpture Park, Beijing Shijingshan Amusement Park, Shougang Pine Forest Park, Xin'an Park, Wangjing Park, as well as Laoshan Mountain and Yongding River along the Chang'an Avenue and its extension to form a large-scale green space as well as an axis leading to nature. 

Chain: The district will coordinate the construction of the regional greenway, urban slow traffic systems, tourist trails and fitness trails, and integrate and connect urban waterfront open spaces, various parks and green spaces with such linear spaces as the greenway and tree-lined roads, so as to create a green chain connecting mountains, waters and the city. 

Parks: The district will improve the quality of the stock of green space, optimize the layout of the park green space, build a batch of high-quality park green spaces with distinctive features, and form a park system in which comprehensive parks, specialized parks, community parks, amusement parks, pocket parks and other parks are sufficient in number, complete in type and reasonable in distribution. 

Layout of Industrial Development  

Shijingshan District aims to create an agglomerated development pattern featuring “one axis and three parks” for high-end technological industries, and realize a specialized, unique and agglomerated development pattern for industrial parks, bases and buildings. 

One axis: The Chang'an Avenue and its extension line. The district will connect the main functional areas such as the Yinhe Comprehensive Business Distric, Jingxi Business Center and the New Shougang High-End Industrial Integrated Service Area along the avenue and its extension line to accelerate the agglomeration of financial innovation elements. 

Three parks: The New Shougang High-End Industrial Integrated Service Area, Beijing Banking & Insurance Business Park and Zhongguancun Science Park (Shijingshan). The three parks are the main functional areas for the industrial transformation and upgrading as well as the industrial structure establishment of Shijingshan District. Based on high-end technological leading industries, Shijingshan District will accelerate the transformation and upgrading of its traditional industries.
